I'm really sorry Jo, I'm going to have to say no. These are my reasons:
1) Green and I agreed that the Primary/Secondary would have to be around age 25.
2) We also agreed they must've been there for a really long time like 8+ years
3) I can't really find anything about Cora being any other position. You don't jump from new blood or tribal warrior to Secondary.
4) Smashing things aren't really advisable for a Secondary xD I get that's kind of a joke but the Primary/Secondary are really calm and mature. Of course everyone in a position has their flaws (example Brett and his show-offing, I'm pretty sure either Cyrus or Santiago or both have a flirting problem), but the Primary and Secondary are really powerful, even compared to the tribe and unified leader(s).

Sorry, Jo. I think she'd be a good potential tribe leader/unified leader, though, just not a Secondary.
